Vice Chairman Daniel Higgins proposed a Mill Overlay District around 620 Spring Street to encourage adaptive reuse of a deteriorating 525,000-square-foot historic industrial building, though member Robert Woods opposed residential use, citing concerns about school and infrastructure impacts.
