Arborcrest Estates faces a neighbor property-access dispute; attorney Joshua Glass affirmed the developer has deeded rights for utility work and proper neighbor notification, while attorney Dennis Murphy argued the access claim is invalid. Board attorney Marguerite Mitchell clarified the dispute is a private civil matter outside the Board's jurisdiction.
