Dighton Conservation Commission Continues Bell Farm Estates Review, Ratifies Enforcement Order

DIGHTON — December 18, 2025 — Dighton Conservation Commission continued a 26-lot Bell Farm Estates subdivision review and ratified an enforcement order at a December 18 meeting. The commission voted unanimously to continue the Bell Farm Estates notice of intent, filed by applicant Kyle Ribello and represented by David Kelly of Civil Environmental Consultants, to January 22, 2026, after Weston and Sampson had not yet reviewed the applicant's latest responses to peer-review comments — including a proposal to clear more than 8.2 acres of buffer zone and fill a 1,200-square-foot isolated vegetated wetland replicated at better than two-to-one adjacent to an existing bordering vegetative wetland. The commission also unanimously approved an order of conditions for a new single-family home at Zero Williams Street, issued a certificate of compliance to National Grid for its 315 transmission line project after all disturbed areas reached 75 percent native revegetation, and ratified a prior enforcement order against Michael Sheehan at 1060 Main Street for unauthorized clearing in a bordering vegetative wetland. A quorum problem — two members recused from a Zero Elm Street certificate of compliance vote — forced the commission to defer that item, prompting the chair to warn that a potential member resignation before January could leave the panel unable to act on pending applications without a Select Board interim appointment.
